State guide

Vermont

Vermont uses form VT-010 for VIN/HIN verification, but the requirement is narrow rather than a standard step for every out-of-state title transfer. The DMV form specifically lists salvage documentation, title-under-bond cases, and foreign-country registrations as required VIN-verification situations, and rebuilt vehicles must also be inspected by an authorized representative before titling.

Checked against official sources on October 4, 2026. Rules and links change; confirm with the office listed before you act.

When a VIN verification is required
Vermont requires VIN verification on form VT-010 for vehicles with salvage documentation from any state, vehicles being titled under bond, vehicles registered in a foreign country including Canada, and the title page also requires VT-010 for certain used vehicles not previously registered in Vermont when no NMVTIS record appears.
Who can do it
VT-010 says Vermont verifications completed in Vermont must be done by a Vermont law enforcement officer, personnel employed by a law-enforcement unit under direct supervision of a law enforcement officer, or DMV employees designated by the Commissioner; the Chief Inspector's office may authorize other acceptable agencies or persons in limited cases.

What to do next

  1. Check the title page first; ordinary out-of-state titling is not described as automatically needing VT-010.
  2. If your vehicle has salvage papers, a bonded-title issue, or foreign registration, arrange VT-010 before filing title paperwork.
  3. Use a DMV office or Vermont law-enforcement contact in advance, because VT-010 says Vermont verifications generally must be completed in Vermont.
