New Hampshire

New Hampshire does not appear to require a routine VIN verification for every out-of-state titled vehicle transfer, but it does use VIN verification and inspection in several title and anti-theft situations. The DMV title handbook and salvage program materials publish separate processes for TDMV 19A VIN verification, reconstructed vehicles with DSMV 547, and salvage inspections scheduled through the Title Bureau.

When a VIN verification is required
New Hampshire requires VIN verification when a prior New Hampshire or out-of-state title is not furnished, and it uses inspection for rebuilt salvage vehicles, reconstructed vehicles, and homemade or other trailers with no VIN; the handbook does not show a routine VIN verification requirement for every normal out-of-state titled transfer with title in hand.
Who can do it
TDMV 19A may be completed by a New Hampshire law enforcement officer, an authorized New Hampshire licensed auto dealer, an authorized New Hampshire inspection station, or an authorized agent of the director; reconstructed and some no-VIN trailer examinations are handled by New Hampshire State Police officers or other persons designated by the DMV director; rebuilt salvage examinations are done through the DMV salvage inspection program.
Official form
Verification of Vehicle Identification (TDMV 19A); DSMV 547 for NH-issued VIN/examination in reconstructed and some no-VIN trailer cases
Fee
$50.00 salvage inspection appointment fee; $30.00 fee for NH VIN issuance on trailers 3,001 pounds or more with no VIN

What to do next

  1. If you do not have a prior title document, get TDMV 19A completed by one of the specifically authorized New Hampshire signers before going to the clerk or DMV.
  2. For rebuilt salvage, call the Title Bureau first and have DSMV 545A in hand because the DMV says it is needed to schedule the appointment.
  3. If your homemade trailer has no VIN, check the weight threshold carefully because the handbook uses different paths for under 3,001 pounds and 3,001 pounds or more.
