State guide

Florida

Florida requires a VIN verification when a used motor vehicle is being titled in Florida for the first time, including many out-of-state title transfers. Florida also has a separate rebuilt inspection process for salvage, rebuilt, assembled-from-parts, and kit-car type title work handled through FLHSMV regional offices or the private rebuilt inspection program.

VIN verification may be completed by the owner together with a military police officer, law enforcement officer from any state, licensed Florida dealer, DMS compliance examiner or DMS/tax collector employee or agent, or a Florida notary public; rebuilt inspections are handled by a Regional Office Compliance Examiner or a PRVIP inspector.
