State guide
Pennsylvania
Pennsylvania uses different VIN-verification paths depending on the title situation. Out-of-state title work uses MV-1 plus a VIN tracing or verification, while reconstructed and specially constructed vehicles must go through PennDOT’s enhanced vehicle safety inspection program.

- When a VIN verification is required
- Pennsylvania requires VIN tracing or verification for out-of-state title applications, and specially constructed or reconstructed vehicles must complete PennDOT’s enhanced vehicle safety inspection process for titling; the official pages found did not identify a separate Pennsylvania bonded-title VIN-inspection program.
- Who can do it
- PennDOT authorizes certified Pennsylvania inspection mechanics and certain notaries employed by dealers or full agents to verify VINs for title work, and only Enhanced Vehicle Safety Inspection Stations may inspect reconstructed, flood, specially constructed, recovered theft, collectible, modified vehicles and street rods for titling.
- Official form
- Form MV-1 for out-of-state title applications; Form MV-41 for VIN verification when needed; Form MV-426B for reconstructed/specially constructed and similar branded-title vehicles
- Fee
- No PennDOT fee is required when MV-41 is used for verification of VIN only; authorized agents may charge market-driven service fees, and enhanced inspection station charges are not fixed by the pages found.

What to do next
- For a normal out-of-state title transfer, start with an authorized agent for Form MV-1 and bring a VIN tracing or signed VIN photo if possible.
- If the vehicle is outside Pennsylvania, use MV-41 and have one of the officials PennDOT authorizes complete the verification.
- For rebuilt, flood, or kit-built vehicles, contact an Enhanced Vehicle Safety Inspection Station first to confirm it handles your vehicle type.
