State guide

Oregon

Oregon requires a VIN inspection in several title situations, not just for out-of-state vehicles. Oregon DMV publishes both a dedicated VIN inspection page and Form 735-11, and the state also publishes an Oregon State Police referral program for cases DMV stamps "Referred to OSP."

When a VIN verification is required
Oregon requires a VIN inspection for out-of-state or out-of-country titled vehicles, vehicles being titled as totaled and assembled/reconstructed/replica, additional occurrences of those brands, certain surrendered-title situations, and Oregon salvage-titled vehicles applying for a regular title.
Who can do it
For vehicles in Oregon, DMV, any Oregon law enforcement agency, or an Oregon vehicle dealer may inspect qualifying vehicles; DEQ may inspect some emissions-test vehicles; out-of-state vehicles may be inspected by that state’s DMV or law enforcement, and military personnel may use military police, a commanding officer, or a provost marshal.

What to do next

  1. If your vehicle is out of state, use Oregon Form 735-11 or another state’s inspection form completed by that state’s DMV or law enforcement.
  2. Do not contact Oregon State Police unless DMV stamped your VIN inspection form "Referred to OSP."
  3. If your vehicle needs emissions testing, check first whether DEQ can do the VIN inspection at the same visit.
