State guide

New Jersey

New Jersey’s current MVC pages center VIN-related identity inspections on salvage vehicles and certain special-title situations, not on routine out-of-state title transfers with normal proof of ownership. For homemade trailers, MVC publishes a title application and document list, and for vehicles from non-title states it asks for a VIN plate tracing or printed photograph rather than a separate VIN inspection.

When a VIN verification is required
Current MVC pages reviewed require a salvage vehicle identification inspection after a New Jersey Salvage Certificate of Ownership is issued and before an operable salvage title can be issued; for ordinary out-of-state used titles, MVC instead requires ownership documents, and for non-title states a VIN plate tracing or printed photograph.
Who can do it
The published salvage vehicle identification inspection is performed by New Jersey MVC employees or authorized representatives at MVC specialty inspection sites; the current MVC pages reviewed did not publish a licensed private VIN verifier, dealer, or notary program for this function.
Official form
OS/SS-3 Salvage Inspection Fee Application; OS/SS-32 Application for Certificate of Title for Home-Made Trailer
Fee
$200.00 ($100.00 Motorcycles ONLY) for salvage inspection; homemade trailer titling page publishes standard title fees of $60, $85, or $110 when titling applies.

What to do next

  1. If your vehicle is salvage, gather the New Jersey salvage title, payment receipt, before-and-after photos, parts receipts, and work order before emailing a specialty site.
  2. If your vehicle came from a non-title state, bring the notarized sale statement, seller’s last registration, and a VIN plate tracing or printed VIN photo.
  3. For a homemade trailer, prepare receipts for all parts, a notarized construction statement, color photos, a certified weight slip, and OS/SS-32 before visiting MVC.
