State guide
Kentucky
Kentucky’s VIN/ownership inspection system is centered on the sheriff’s inspection for vehicles coming from another state and several special title situations. Kentucky also publishes alternate inspection paths for military residents outside the Commonwealth, military surplus vehicles, and temporary out-of-state residents using TC 96-229.

- When a VIN verification is required
- Kentucky requires a sheriff’s inspection for vehicles brought into Kentucky from another state and also lists sheriff inspection requirements for classic project titles, restored classic project titles, foreign titles, some repossession/towing/mechanic-lien cases when the vehicle was registered out of state, military surplus vehicles, and court-order titles.
- Who can do it
- The sheriff’s office performs the inspection in ordinary cases; Kentucky residents stationed outside the state may use the post provost or a similar officer, and TC 96-229 allows completion by state police, a local law enforcement agency, post provost or similar officer, or another state’s vehicle inspection program.
